DUTIES / RESPONSIBILITIES

Responsible for proposing, developing, and leading plant capital projects to improve HSE, quality, capacity, efficiency, reliability, cost position, or operability.

Provide technical guidance for process improvement, maintenance of process technology, and to ensure the efficiency and quality of the production process.

Responsible for complying with all HESQ policies & practices including ISO-9001 and ISO-45001; this includes compliance with all legal and regulatory requirements. For example, OSHA, EPA, TCEQ, etc.

Provides technical leadership for both long and short-term process improvements.

Determines and assesses potential areas of process improvements, develop cost effective solutions, and communicate proposals to upper management.

Apply state-of-the-art and innovative management techniques and engineering solutions, including information systems and process engineering approaches to resolve process technology issues, to achieve process improvement, and HES program objectives on schedule.

Develop, implement, and maintain programs to improve quality, increase production rates, improve raw material yields, and reduce production costs while maintaining effective and safe operations.

Provide Process Engineering support to all departments.

Develop scope/proposals, and preliminary cost estimates, project economics (ROI), and schedules.

Perform and/or manage front-end loading (FEL) design.

Develop and conduct operator training, including writing of initial SOP’s, in support of projects and changes in operational techniques.

Recommend, develop, and implement DCS and SIS control schemes, graphics, etc.

Lead the commissioning and system startup for plant projects. Initiate, plan, and direct plant trials and write reports.

Loss control responsibilities which include conducting inspections and audits related to the Loss Control program as assigned, participating in and/or leading when required, Hazard Reviews, Incident Investigations, Root Cause Analysis, Management of Change (MOC) or Pre-Startup Safety Review activities, recommending safety improvements, completion of safety action items as assigned, completing required regulatory training, and compliance with all applicable regulations.

Initiate and follow MOC’s when assigned as the owner and provide technical resource for other MOC’s.

Updating of plant Process Safety Information (PSI) documentation as required (P&ID’s, PFD’s, Heat and Material Balances, Process Descriptions, etc.).

Maintain awareness of relevant technical and engineering practices/advances and of current and future safety and environmental legislation.

Provide support on off-hours as part of the On-Call Rotation.
REQUIREMENTS / QUALIFICATIONS

Bachelor’s degree in Chemical Engineering.

5+ years’ experience in a Chemical/Petrochemical plant environment.

Must possess excellent organizational skills and multi-tasking ability.

Must be able to work with minimal supervision.

Team player with a positive attitude.

Ability to understand and use DCS, PLC logic, and SIS programming.
-
Proven Process Engineering technical skill in sizing valves, pumps, flow meters, piping, etc.

Ability to communicate and write effectively with both Management and Operators.

Working knowledge of OSHA Process Safety Management (PSM) regulations.

Experience in specifying process equipment (pumps, filters, exchangers, etc.) and instrumentation (valves, flow meters, transmitters, etc.) is preferred.
Working knowledge of federal, state, and local HES related laws and regulations as they affect the plant are preferred
